The Hainan Provincial Medical Products Administration recently issued a notice to solicit public opinions on the Several Measures on Supporting the Cluster Development of Pharmaceutical, Medical Device and Cosmetic Industries in Haikou National High-Tech Industrial Development Zone (Draft for Comment). The deadline for feedback is November 20, 2025.
The draft puts forward ten measures aimed at building Haikou National High-Tech Zone into a first-class domestic R&D and manufacturing base for pharmaceuticals, medical devices and cosmetics. The measures include supporting the establishment of a national-level drug screening platform, streamlining the registration and approval process for medical devices, and guiding enterprises to accelerate the transformation of scientific research achievements through contract research.
In addition, the measures propose building a digital traceability system, implementing smart supervision, encouraging the introduction of high-level talents and innovative teams, and expanding overseas markets.
